Pavement looks like cycle lane

The pedestrian pavement on the 'inside corner' of Gedling Place and Abbey Street resembles a cycle lane, in that it has a green surface and dropped kerb to the street on one side. It cannot be one - it isn't marked, it is literally adjacent to the market cycle lanes in the Gedling Place carriageway, and it would clearly be too dangerous for cycles (blind corner, nowhere else for pedestrians to move, etc.).

The other day, my wife and I (plus infant daughter) were on foot on the pavement, and very nearly mown down by a man on an electric scooter approaching rapidly from the other side of the corner, on the pavement at high speed. When I challenged him, he aggressively claimed it was a cycle lane and I was in his way. Regardless of the fact that his unlicensed scooter is illegal to ride on roads/pavements/cycle lanes, and he was driving unsafely (as he has been every other time I have seen him out and about) - the pavement also needs to be adjusted to avoid anyone coming to this false conclusion as it is unsafe
