Fly-tipping over fence in St Mary's Frobisher Park

There is a recurring problem of people fly-tipping over the fence in St Mary's Frobisher Park into my garden. The most recent incident occurred this afternoon. I saw a man reaching over my fence, and then adjusting his trousers before walking away. I then discovered a bottle of yellow liquid (see attached photo), so I guess he urinated into the bottle and then put it over the fence. On another occasion a few months ago, I discovered the remnants of a fast food meal had been thrown over inside its bag, and on another occasion last year I discovered some clothes had been thrown over (see attached photos).
