Drone privacy invasion

Sent to Southwark Council less than a minute later. FixMyStreet ref: 9770384.

Regular drone flying over Asylum Rd, Kings Grove, Montpelier Rd, past week or so. Covering and watching private gardens whilst people are out in the hot weather, forcing people indoors. Is this legal? Operator must be in the local area. A drone peeping tom?
