Breach of Minimum Footway Width: The structure fails to maintain the mandatory 1.5-metre clear pedestrian access required under highways regulations. High-Risk Pedestrian Route: This is a vital, high-traffic thoroughfare heavily used by parents, young children, and prams accessing Warwick Gardens. The obstruction is actively forcing vulnerable pedestrians and wheelchair users off the footway. Failure to Provide Alternative Access: There is absolutely no pedestrian management, diversion signage, or safe alternative route provided to bypass the obstruction. Missing Statutory Contractor Information: The scaffolding completely lacks the mandatory contractor identification signage, including the required emergency out-of-hours contact details.
