Our balcony netting has birds getting trapped inside

Our balcony netting has eroded in certain areas, pigeons as a result have been flying through and some have got stuck in the netting, 2 have now been caught in the netting and died, they’re still their currently. I called the council on Saturday to report this, as the 2nd bird had became trapped in the morning and neighbours surrounding had noticed and reported it to our flat. Despite me telling whom I spoke with the bird is still alive but really tangled up, I was told it was not an emergency and I should do it myself.

There are now 2 birds, dead caught in our balcony netting, it is causing a lot of flys to enter our kitchen when we open the window as they are decaying in the netting.
