Resident consistently reserving the parking space outside their house with their bins

One of the residents (30 Surrey Road) is blocking the highway and preventing others from parking outside their house with their bins. Whilst I understand they want to charge their vehicle when they return home, during the day whilst they are away it prevents others from parking. There are multiple charging units of the street they can use.
