Several black bags of building waste dumped by 199s rank of bins

I've come home from work to discover several black bin bags of heavy builders waste dumped in black bags next to our building (199 Camberwell Grove's) line of bins. I'm heavily pregnant and do not want to be lifting heavy waste away from our property. This waste has been left illegally and does not come from our building.
