Biohazard food waste bin added to flytipping grotspot

There is a bin which is always surrounded by flytipped rubbish, broken furniture and mattresses which gets cleared days after being dumped. This is next to a busy bus stop. Whoever signed off on the installation of an additional food waste bin next to the dump must really really hate bus passengers and pedestrians. Filth and flies. Seriously, Southwark??
