Waste spread around the street week after week

For the last couple months every week rubbish is dumped here by people, not in bins properly then left to get scattered around the street. It’s collected up then happens again constantly. Something needs to change - not just collected and cleaned up for it to happen again but proper bins please so foxes and rats can’t get to it. Thank you
