Overleaking bin with stones and dirty sanitary towels has not been emptied for more than a month

The bin that is full next to St Vincent house today is full of hair and dirty sanitary towels and there are even more rubbish around it scattered on the floor, making it non-hygienic LP and dangerous. Please empty as soon as possible. Apparently there are heavy items and stones inside the bin.
