Bin with stones and rubbish that needs to be emptied - left full for more than a month open and exposed

The bin has not been emptied for a month and all this time it has been left outside the bin room open and exposed, leading to people throwing more and more rubbish which end up on the floor - thus attracting foxes and making the area more and more dirty.

I have been told that these bin contains boxes of stone at the bottom and that’s why no one is emptying it. I have tried to get in touch with the council and the cleaning team to have it sorted out but there has not been any update on this all this time.
