Overgrown garden

Garden is right outside my flats bedroom window, it is over grown and has not been cut for a number of months. I can’t even open my bedroom window due to this and there has been a flurry of insects. I have called council over 3 weeks ago whom informed that it will be sorted in 5 working days, nothings happened. I emailed the council earlier this week and have not received a reply.
