Massively overgrown front garden, can we ask owner to fix?

I live on this street and this owner rents this out, his tenants get no light into their house and it overall just looks rubbish and blocks the path. The tenants have themselves trimmed it back to help people access the pathway, i think the owner should get this sorted for the betterment of all the residents on this street including the tenants. Is there anything we can do to get in touch?
