My two neighbours at 39 and 39A keep using our bins to dispose of their rubbish. Even when our bins are full they still use our bins to dispose of their rubbish. This is the second report I am now making and nothing has been done about this. The two flats arw left with nowhere to dispose of our rubbish because bins are full
