A resident throwing black bin bags out of the window every night

There is a person who lives on the top floor of Glenhurst Court who is throwing 2 - 3 black plastic bags full of food out of her window to foxes. They have been doing this for about 18 months - 2 years. This is encouraging more and more foxes to come and be fed so they are throwing more bags out, it used to be one a night. Once the foxes have torn open the bags and eaten the food the plastic blows around everywhere causing littering dangerous to birds. This has increased the number of foxes hanging around our building, which is not safe for the children in our building.
