Heavy granite kerbstone completely dislodged - was on pavement creating trip hazard. Now loosely replaced in its position but not secure

I saw this heavy granite kerbstone had been dislodged, probably by a lorry or heavy vehicle. It was lying at an angle on the pavement edge causing a hazard. Someone has put it back in position but it is not secure - need cementing back into place.
