Neighbour in ground floor garden flat dumped rubbish at 4am

I live at Aberfeldy House (block entrance 1). I took my dog out for a comfort break at 4 am where I witnessed the middle aged guy who live in ground floor garden flat on corner (red garden gate) take broken furniture and detritus over to the tree area and just dump it. When I got up to my flat I saw him carry a few more items and dump them. This is disgusting behaviour and inexcusable as on the other side of the block there is ample space to leave rubbish. Please do something about it
