Blocked drainage causing standing water on estate

Large amount of standing water on the roof area on Hamilton Estate , likely caused by blocked or inadequate drainage. There is also what appears to be a rubbish bag and dumped plastic/tarp material and debris preventing water from draining properly. Please can it be sorted asap , making the estate look run down.
