Dumped rubbish

Someone has moved the biffa bin to throw out rubbish- clearly from a balcony and missed. A resident in pattison house- please also contact the RSO of the block- it’s dangerous for this method of disposal, a mess on the green area - a disrespectful act to the area where they live and their neighbours, soil and wildlife.
