Litter blowing to our front garden

There is a public litter bin opposite our property and, on a daily basis, rubbish is blowing or being pulled out of the bin and ending up in our front garden.

This happens almost every morning and we are having to repeatedly clear rubbish from private property. The issue appears to be caused by the bin being overfilled or unsecured, possibly worsened by wind or foxes.

This is a recurring problem rather than a one-off litter issue. Please can this bin be reviewed (lid/condition, location or collection frequency) to prevent rubbish escaping and landing in private property.
