Green bins blocking pavement

Flats from 46 Sudrey street is blocking pavement by leaving their green bins permanently on the pavement and people from other streets also dumping waste into it and also bulk items on the pavement. This is causing inconvenience to the pedestrians including wheel chair users and buggies. I request you to kindly do the needful so that the bins are kept locked in a he designated area on other days than the bin collection day. Thank you
