Tree blocking street and disabled entrance

My sister moved a tree from in front of my door. I use a mobility scooter and this is my main entrance. I am concerned I will not be able to exit my property. My neighbours will be putting their rubbish out. How will they do that without putting me, pedestrians or driver's in jeopardy. I need clear access so I can exit and enter my property. None of the trees are mine. Please can it be cleared, its a safety issue. Its Saturday 10th Jan. There are clear signs on my door asking for clearance and access. They were not there yesterday when i got home at 4pm. They were there this morning.
