Tree bush taking over pavement, starting to block and scratch people

This has been growing for a while now, but it is slowly taking over the space on the pavement and may present a problem for people jn wheelchairs or for parents with prams. The bush is prickly and can scratch people. It should be trimmed and if possible, treated so it doesn't grow back.
