This is simply outrageous this is bin is attached to my garden.. there is rubbish absolutely every where now over spilling into the road my garden and drive way.. I can hear rats in the rubbish the smell and a coming through my house this is completely unacceptable and a serious health and safety concern this needs to be fixed asap! This is not ok
