Spot lights shining into windows

Two Exceptionally bright Spotlights on building (corner of Fenner Cl. and layard Rd ). These shine directly into windows at back of properties on Banyard Road. Who owns this building? These lights are brighter than all other street lights locally, are pointed horizontal and not shielded. Please look into this
