Cars continuously park on the double yellow line blocking cars and making it extremely difficult to exit

This is an ongoing problem. It has been reported to the council how ever nothing has been done. Owgan close e-dl is an unmanned parking zone where cars illegally park on the double yellow line. It’s always the same cars. Silver ford fiesta. White Audi. Red Nissan duke. And battered silver Honda. The last three cars all being from the same household.
