Insufficient bin space - environmental health issue

Large communal metal bins on our street regularly overflow before collection day. Residents then leave rubbish bags on the ground beside the bins. This is attracting foxes, which are tearing open bags and spreading litter across the street. Foxes also foul directly outside my front door. This is an ongoing waste management and environmental health issue. We need increased bin capacity or more frequent collections to deter the foxes, plus enforcement to stop ground dumping.
