Vehicle hit bollard and pulled up tarmac

A vehicle appears to have collided with a bollard on the pavement on Honor Oak Rise, which has pulled up a large section of paving and the bollard is standing at 45 degrees. Hazardous as someone could trip on it, plus it doesn't look great!
