Growing Pile of Rubbish by Domestic Flats

There's been a growing pile of rubbish thats appeared outside our building just under the railway arch for a few days now. None of the residents know why it has suddenly appeared, but more seems to be being added to it each day. Several residents have now complained and nothing has been done. Please can this be cleaned up and the source investigated? It contains rotting food waste. This is unhygienic and unsightly. Many thanks!
