White markings on pavements on Bermondsey Wall East

Could you please let me know what these white markings are indicating opposite 146 and 144 Bermondsey Wall East. The last time there were these kinds of markings, there was a plan to plant some trees on the street, which is far too narrow and would have been too close to the front of the houses. Please could you let me know what this is indicating. We appreciate that streets need maintenance and that some kerb slabs become detached because they are not sufficiently deeply embedded and often get dislodged by heavy lorries delivering to City Cruises. Thank you.
