Business using street bin for commercial waste

Every day without fail, Chicken Express on Southampton Way (plus possibly the other chicken takeaway next door) is leaving bin bags full of commercial waste outside next to this street bin. Because they are not in a commercial waste bin (eg. BIFFFA), the bin bags get looted every night by foxes and there is food and dirt all over the pavement. This happens every day without fail so every morning it's a total mess and everyone has to walk through it, including children on their way to school etc. Please can you speak to this business about getting proper commercial waste disposal? I would like updating on what action has been taken. Thank you.
