Excessive trade waste on church street

Every morning, without fail, there are tens of these bags covering the pavement left by Hayatt Lounge. At best they get cleared by bin men at some point in the day, leaving only liquids and detritus covering the street. At worst they are left - especially at weekends when there’s no collection - to be used as an open air bin by residents of near by blocks and passers by, bags spilling across the pavement. This has been reported so regularly and for such a long time now. Why won’t the council do something to resolve it?
