People filled out green waste bin with domestic waste

Outside 58a people have been dumping residential waste (rugs, carpets, shower curtains) in our green wheelie bin. We have reported to our landlord but nothing can be done. Suspicion is that people moving out of next door flat have used our bin to dispose of their waste without going to the tip. We now have no ability/room to get rid of our actual domestic waste
