Large dog mess outside front door (in building close)

There is a rather large lump of dog mess right outside my flats front door, within the building close. So the smell is horrendous and is hazardous.

It is under the building staircase, outside 136. Right next to a wheelchair (I don’t know who the wheelchair belongs to but is also in the way).
