The rough sleeper has been sleeping on the ground floors of flats 16-30 and 31-45 Hillcrest for at least 10 days. He has been sleeping directly in front of the locked doors that allow access to the electrical fuse switchboards for eack block of flats. Besides sleeping materials (which may be biologically hazardous to touch) litter has been left behind. It needs to be cleared and the areas disinfected by cleaning staff and professionals. The situation has been going on for at least two weeks. Sooner or later the problem of public health/human waste removal will arise.
