Fly-tipping from people outside of the construction team

There are opportunistic flytippers that are placing general rubbish here on this corner (photo 1)

The construction team are clearing their waste and rubble however, people are opportunistically adding to it. A picture of the corner after the construction team cleared it. (Photo 2)

Please can we stop the fly tippers. Many thanks.
