Dog wastes next to my flat windows

I’ve noticed that dog waste is often left in front of the house below mine, directly in view of my kitchen window (which is floor-to-ceiling). It’s very visible while cooking and creates an unpleasant and unhygienic environment. When the windows are open, the smell can also come through. Would it be possible to address this issue?
