Cars parked that do not have bays and do not live here

There are a number of cars that keep parking in the car park at Braganza Street SE17 3RD. These cars are not tenants and do not occupy the bays. They are people that work in the area or people that live on other streets that obviously do not want to pay the fee for on street parking. Its becoming a huge problem as there are so many cars that are not doing this it blocks he tenants cars that are parked in the bays ( that live there) from getting out. One resident was unable to use there care for 4 days as someone had parked there car in front of theirs, blocking them in. They obviously went away because the car was not moved until the following week. There are signs also up that clearly state no parking but clearly this is not being acknowledged. This is been going on for over a year and since new properties have been erected leaving left parking space for certain businesses that staff obviously used to park. Also these cars have caused damage to other cars and to the posts marking the bays in the car park
