Dumped litter and black bag on Kennington Park Place

This end of Kennington Park Place, on both sides of the road has become a place for people to litter. It has heavy pedestrian use because of the proximity to Kennington Park, and needs to be regularly swept of litter. Litter is also placed on the low wall of Kennington Park House's garden.
