Estate cleaning

Cleaner doesn’t clean, rubbish on and around estate been here for weeks , weeds still continuing to grow, residents are cleaning stairs, recycling bins get emptied and whatever gets dropped stays there , this has been an ongoing problem and now rats are seen on a regular basis, I’ve witnessed cleaner just walk past rubbish!!! Can we have a cleaner that cleans
