Bin bags left by the bin by garage door on Chambers Street

Sent to Southwark Council less than a minute later. FixMyStreet ref: 8002948.

Occurs periodically - every few days somebody leaves rubbish bags (not on/right before bin day, it happens on other days of the week) outside the garage door of Springview Heights (which is located on Chambers Street not on Bermondsey Wall West) by the public bin. This attracts foxes and rats which sometimes tear the bags apart and scatter rubbish all over the street. Today somebody left a rubbish bag with an alarm in it which beeped for several hours (leading to the filing of this report), but this issue has been ongoing for years. Unclear if this is done by someone who lives in Springview Heights or elsewhere
