Waste bins leaking on the floor

Happens all the time. People leave it on the floor because the cant be bothered to put it in the bin. It then leaks for foxes and flies and damages the ground. The clearance area to get to the bins is also blocked in by cars so its difficult for the binmen to get to. Need CCTV and fines issued.
