Weeds growing like trees

Can’t remember last time Lancaster estate was cleaned and weeded, weeds everywhere, stairs wells are disgustingly dirty , rubbish everywhere in park on stairs on grass , No one seems to clean our estate anymore, it’s months since stairs have been cleaned , can’t remember when weeds were cleared like I said there growing into trees !!
