Rubbish still in my garden waste bin

On Monday I reported: "Bags of rubbish have been dumped in my garden waste bin, for Flat 15 on the 72 Grove Lane estate. The bin is located behind the noticeboard on Grove Lane.", listed under ref: 7822919. I'm told it has been "fixed" and it is thus closed. It has not been fixed and the bin is still full of flytipped waste.
