Overgrown bush hanging over edge of wall causing an obstruction

This bush has been overgrown for quite sometime and its got thorns etc growing alongside it and its growing from inside of a property that was a former carehome located on bullace row about half way down from the top facing towards the right when heading down bullace row cant be missed it has a large black gate rear and front located next to the bike otherwise formally known as the father red cap its owned by a load of people who i am unsure of if its a company or just squatters but the bush itself is blocking the pavement and needs cutting back which is the responsibility of the people currently situated inside that property
