Food waste and non recycling items in recycling bin

Sent to Southwark Council less than a minute later. FixMyStreet ref: 7829257.

My neighbours (suspected number 31) keep putting food and general waste in the recycling bin. Because of this, it does not get taken and then the smell and the flies becomes a real problem especially in this heat. A few of us in the block have tried knocking on their door to talk about it but they won't answer. Please can you remove this bin before the very hot weather coming up and send a complaint to the household with proper instructions of how to dispose of waste.
