Stolen wheelie bin filled with general waste from passers by

A stolen wheelie bin has been positioned up the road filled with waste. This was about a week ago - but since then passers by have been using it as a litter bin to the point it is overflowing onto the street and cars. Rats and mice have been seen up and down the road and we’d like to ask you to remove the waste AND the bin.
