Fly tipping in the middle of the pavement on a corner.

Some moron has left green waste in a blue bag in the middle of the pavement right on the intersection of Stamford Street and Paris Gardens which is incredibly awkward for all pedestrians especially coming round the corner from Stamford Street where it is a blindspot
