Recycling bin lids locked causing unhygienic pile up

The 3 recycling bins on Dunton Road; 2 of them have locked lids which disallows residents to throw their recycling in the bin. This means all the bags are just left around the bins and is unhygienic. Please can the 2 bind lids be unlocked
