Rubbish dumped outside of office space

Rubbish bags, cardboard boxes, and other general waste has been dumped outside our office space. I have reported this before but there has been no change and the rubbish has not been collected which means now our office space looks like a dumping ground for personal rubbish. Can this waste me removed immediately.
